INTRODUCTION: THE PROBLEM, ITS SCOPE AND SIGNIFICANCE

Little, if any, empirical work has been done to date to determine the characteristics and problems of existing small technopreneurs businesses in all their complexities. The author strongly believes that the current information gap about small Malay technopreneurs, its business practices, business problems and business know-how will hamper the specifications of appropriate courses of action by the government agencies and policy-makers.

We believe that the answers to the problems posed above can be instrumental to generating more appropriate and hopeful more effective government policies and action programs to speed up the development of more innovative entrepreneurs (and technopreneurs) in Malaysia.

Scope and Delimitations of Study
In order to achieve the overall broad objective of the study, it is necessary for the writer to undertake the following tasks:-

1. Research the pertinent literature for significant contributions to understand the problem posed.
2. Identify relevant variables which can affect policy implementation success and failure in Malaysia.
3. Suggest explanations for deficiencies of the ongoing governmental system of innovation policy development and implementation.
4. Collect and articulate in a single document theoretical contributions and empirical data on innovation development which are deemed pertinent to the problem.

Framework of the Study
This dissertation is divided into five (5) major sections. Chapter II reviews the literature on innovation policy, entrepreneurship, economic growth with special reference to developing countries;- it sets the theoretical perspective for the study. Chapter III describes the formal presentation of the hypotheses and research methodology. Chapter IV reports the research findings. Chapter V attempts to analyse and interpret the research findings in terms of their implications and usage. The final chapter also provides a summary of the study and presents the conclusions and recommendations.
